Procurement and Material Control
The procurement function comprises the purchasing, expediting, contracts and materials control groups. By means of an established materials control system, the procurement team monitors and reports on the status of procurement activities to ensure that every project requirement is also defined and schedules specified.
Purchasing
Potential suppliers are selected on the basis of proven performance and in compliance with the appropriate quality assurance standards. Competitive bids are solicited and analyzed to ensure conformity to technical requirements and commercial conditions as contained in the specification. On this basis, bids are evaluated and purchasing recommendations made to the project manager and the client for approval.
Expediting
Status monitoring and expediting of materials, equipment and documentation is an essential function if punctual delivery is to be effected. Expediters coordinate with the project buyers and engineers.
Contracts
The issuance of contracts for services on the project site is a function distinct from the purchasing of material and equipment. UPS contract procedures reflect that difference, with civil contract terms and conditions.
Material Control
Material control is a demonstrated requirement for competent project management. UPS has therefore developed effective material requirements and status. These are in effect from the design stage, through purchasing, fabrication, delivery and storage to final issuance to the contractor for installation.
